Workers' compensation awarded over asbestos-linked death of ex-postman
KOBE -- The family of a former postman who died of the asbestos-related cancer mesothelioma in 2011 after working at Kobe Port will receive workers' compensation over his death, it has been learned.
According to the Kobe-based nonprofit organization Hyogo rodo anzen eisei center (Hyogo labor safety and health center) that supported the claim filed by the man's bereaved family, the man began working at Kobe Port Post Office in 1961. He handled international parcels and boarded ships several times a day. He retired from the job in March 2001 when the operation of the international service was shifted to Kobe Central Post Office. He was diagnosed with mesothelioma in April 2011 and died eight months later at the age of 70.
In between the 1970s and 1980s, a large amount of asbestos was imported via Kobe Port. Workers at the port have testified that they saw asbestos dust scattering around from ripped hemp bags loaded inside ships.
As post offices were operated under the jurisdiction of the then Ministry of Posts and Telecommunications at the time, the man's family filed for workers' compensation for public officials in September 2013. Japan Post Co. in September this year recognized a work-related illness as the cause of the man's death based on the Government Employees' Accident Compensation Act.
According to an official from the nonprofit organization, the man's wife said she wants people to know that asbestos illnesses are not unrelated to post office workers.
A Japan Post official said this is the first case where workers' compensation for asbestos-related illnesses has been recognized in the death of a post office worker who did not have direct access to asbestos materials.
