2013년 5월 7일, UN 로테르담 컨벤션에는 170개국이 참여하여 컨벤션의 전문가들에게 백석면의 유해물질리스트 등재 승인을 요청할 예정입니다.
아래 내용은 전세계 수천명의 석면피해자를 대표하는 단체에서 보내는 서신이며 백석면을 유해물질리스트에 등재하는 것과 석면피해의 종식을 요청하는 내용입니다.

우리는 제6회 로테르담 컨벤션에 참여하는 모든 국가에게 다음과 같은 사항을 요청합니다. 컨벤션 전문가들이 4번이나 권고했던 '백석면을 유해물질 리스트에 올리는 것'입니다.
백석면은 현재뿐만 아니라 과거 백년간 전 세계로 거래되고 있으며, 거래량의 95%를 차지하고 있습니다. 백석면을 포함한 어느형태의 석면은 인체에 유해하다며 과학적인 공감대가 형성되어 있습니다. 하지만, 지난 수십년간 석면산업계에서는 모든 석면이 병과 죽음의 원인이 된다는 과학적 증거를 부정하며 숨기고 있습니다. 그 결과, 우리의 가족들과 친구들을 포함하여 수천명이 사망하였습니다.
2012년 2월, 이탈리아 법원은 두명의 에터니트(석면 다국적기업) 경영진에게 석면이라는 유해물질로 인간과 자연에게 해를 끼쳤다는 이유로 16년의 징역형을 선고하였습니다. 하지만, 여전히 석면산업계는 개발도상국에서 석면을 추술하고 있으며 유해성을 부정하고 있습니다.
로테르담 컨벤션에서는, '유해물질 리스트'에 등재되어 있는 물질을 수출하는 국가에서는 수출 전 '책임무역'과 '사전고지동의'를 얻어야 함을 요구하고 있습니다 . 그것은 곧 수입하는 국가에서 시민과 환경을 보호할 수 있는 장치인 것입니다
